  Part of 15-page max narrative (double-spaced, 12pt, 1" margins)

  Outcomes from assigning/hiring prosecutors for cross-designation on alien fraud, drug, and human trafficking cases.

• Project Design and Implementation (35%)

  Activities, federal coordination, case referral, supervision; justify part-time if requested; describe any use of the 20% non-salary funds.

• Capabilities and Competencies (25%)

  Agency capacity, prosecutor qualifications, bar admission, prior federal partnership experience.

• Plan for Collecting Data Required for Performance Measures (20%)

  Semi-annual performance reporting in JustGrants.

Narrative sections

• Project Narrative (per SAMHSA Application Guide)

  Training first responders and community anchors on overdose reversal medications, emerging drug trends, Good Samaritan laws, and post-overdose referral. Report unduplicated clients served annually.

• Budget narrative

  Must align with required activities; prevention services must begin within 4 months of award.

• ▪Attachment 1: Letters of commitment from service providers — Include ≥1 first responder org and ≥1 CBO; certification of 2+ years experience.
• ▪Attachment 9: Letters of commitment from community anchors — Minimum two community anchors (e.g., faith-based, barbershop, library).
• ▪Key personnel documentation (Project Director, Project Coordinator)
• ▪Budget and budget narrative
